In 2004, the regional government of Andalusia invited small scale fishing boats to voluntarily install electronic monitoring systems on board which are currently not mandatory under EU law. Today 97% of the local fleet in Andalusia has been equipped with electronic monitoring systems referred to as green boxes. The green box is a device that uses the mobile network to send information about position course and speed to the fisheries control centre every 3 minutes. This allows authorities to track vessel movements in real time. The green boxes provide invaluable data for improving fisheries management, deterring illegal fishing and ensuring the safety of workers at sea.

IUUWatch, a coalition of 5 NGOs dedicated to combat illegal fishing, released this interesting video last year that highlights why fishers have supported this initiative.
